Our Partners

Our Board of Directors and partners are a collaborative and dedicated group. Through their support and insight we are able to actualize PACT’s vision for the historic Near East Side of Columbus.

The PACT board is initially comprised of two representatives from each of the three founding members: Ohio State, CMHA, and the City, and two community members. As other significant financial partners are identified and the needs of the organization evolve, it is proposed that the PACT board ultimately grow to fifteen members.

The Ohio State University

culley.1Christopher Culley, Senior Vice President and General Counsel

Mr. Culley directs the University’s Office of Legal Affairs. He is responsible for the delivery of legal services by the Legal Affairs staff attorneys, and he supervises external legal work by over 25 state and national law firms. His special areas of responsibility include legal issues in university governance and administration, legal services to the university’s areas of business and finance, construction, human resources, athletics and government relations.

Seely is responsible for all aspects of operation and management of the 185-bed, community-based hospital on Columbus’ near East Side. The hospital provides more than 10,000 patient admissions, 8,000 surgeries and 50,000 emergency department visits each year.

Columbus Metropolitan Housing Authority (CMHA)

Bob Bitzenhofer is the Assistant Vice President for Planning and Development at the Columbus Metropolitan Housing Authority. CMHA’s mission is to serve the Columbus and Franklin County community by helping people access affordable housing. Bob is responsible for managing real estate development transactions for CMHA from concept and design through financing and construction. Bob joined CMHA in 2015. He previously worked for HUD as an analyst in the Columbus Field Office and for the Chief Financial Officer at HUD Headquarters in Washington, DC.

kellerHal Keller, Chief Executive Officer of Ohio Capital Corporation for Housing (OCCH)

Mr. Keller has been with Ohio Capital Corporation since its inception; first as Director of Development and then as President since 1993.  Ohio Capital Corporation for Housing is an independent, non-profit corporation created with the assistance of the Ohio Housing Finance Agency in 1989.  Mr. Keller oversees all corporate policy and fiscal affairs, including securing corporate investors for Low Income Housing Tax Credit equity funds and coordinating efforts to develop housing projects receiving equity investment from the Ohio Equity Funds.  To date, Ohio Capital Corporation has raised more than $3.25 billion in corporate equity for LIHTC projects involving more than 700 transactions and 35,000 units of affordable housing in Ohio and Kentucky.

City of Columbus

Steven R. Schoeny leads a team of 170 employees dedicated to improving the economy and neighborhoods of Columbus.  The Department of Development has an operating budget of $32.8 million and oversees $44.6 million in Capital Budget Funds.  The Department of Development is responsible for housing, code enforcement, economic development, land redevelopment and planning. Schoeny joined the City after serving as a principal with Ice Miller Whiteboard, a consulting group that provides growth and development strategies to corporations, organizations and state and local governments.

Larry Price, is an associate minister at Triedstone Baptist Church and president and CEO of the lobbying firm L. Price & Associates. Price is a former state representative who also worked in the mayor’s office early in the Coleman administration.

Community Representatives

1978Fred Ransier, Partner at Vorys, Sater, Seymour and Pease, LLP and University Hospital East board member

Fred is a partner in the Vorys Columbus office and a member of the bankruptcy practice and the government affairs and lobbying group.  He has served as a Bankruptcy Trustee for the Southern District of Ohio since 1988 and represents clients in commercial and real estate matters. Fred is a member of the National Association of Bankruptcy Trustees, the National Bar Association, the American Bankruptcy Institute, the Ohio Bar Association and the Columbus Bar Association.

William Murdock, Executive Director, Mid-Ohio Regional Planning Commission (MORPC)

 William Murdock serves as Executive Director of the Mid-Ohio Regional Planning Commission (MORPC), a voluntary association of more than 60 Central Ohio local governments and regional organizations serving the fastest growing region in Ohio. As Executive Director, William oversees innovative planning, services, and policies in transportation, energy, housing, land use, environment, and data.  William is actively involved in a number of local, state, and national organizations, and serves as chair of The National Association of Regional Councils’ (NARC) Executive Directors Council (EDC) and vice president of NARC for 2017-2018.
