As the executive director of Partners Achieving Community Transformation (PACT), David Cofer is responsible for implementing the Blueprint for Community Investment and achieving PACT’s vision to create a healthy, financially and environmentally sustainable community where residents have access to safe and affordable housing, quality healthcare and education, and employment opportunities on the Near East Side of Columbus, Ohio.
Prior to joining PACT, David served as the managing director of Community Development for All People (CD4AP). CD4AP is a faith-based non-profit located on the South side of Columbus. While with CD4AP, David’s efforts were concentrated on transitioning the programs and services from one of the South side’s long-serving community organizations, which forced to shut its doors after 100-plus years of service. During this successful transition and oversight, he also supported CD4AP’s key role as a significant partner in efforts to revitalize Columbus’ South side.
David has held positions in the private sector in the field of finance and banking, holding management and senior level positions at Bank One and later JPMorgan Chase that extended 15 years. During his tenure at JPMorgan Chase, he had responsibilities in the areas of Human Resources, internal Performance Consulting, Entry Talent Management, and as vice president and recruiting manager overseeing JPMorgan Chase’s largest internship program, globally.
In addition to his leadership experience in non-profits and the corporate sector, David understands the entrepreneurial arena, having established Cofer Consulting Solutions, LLC, a firm specializing in attracting, developing, and retaining young professionals in the city of Columbus. As its President and CEO, he was responsible for all aspects of the firm including business development, client engagement, solution delivery, and financial management. David engaged with hundreds of businesses, and organizations throughout the U.S. and Canada, assisting them with efforts to improve organizational performance through the effective use of entry talent. He was also a highly sought after speaker and presenter on the topic of entry talent management leading workshops and seminars, and delivering keynote addresses on the local, regional, and national levels.
David is a graduate of Miami University at Oxford, OH and earned his M.A. in Education from The Ohio State University.
Over the past 20 years David has been privileged to give of his time, talents, and treasures in roles of volunteer leadership and active engagement with organizations including Resident Resource Network, Junior Achievement, The Breathing Association, Columbus City Schools’ Project Mentor, Meals on Wheels, INROADS, Boy Scouts of America, and his church, St. Patrick’s Episcopal, serving a three-year vestry team, leading the annual pledge campaign and serving on the Diocese of Southern Ohio Commission on Ministry. He was born and raised in Columbus and is a proud graduate of Columbus City Schools.
